  4.    new users via the /MSG HELLO command.  obviously this has
  5.    no effect unless the /MSG HELLO command is activated.
  6.    the bot will send a note (see 'note') to each user listed
  7.    in notify-newusers.  this can be just one nick:
  8.       set notify-newusers "Robey"
  9.    or several, separated by commas:
  10.       set notify-newusers "Guy, Eden@Priscilla"
  11.    if you don't want anyone to be informed, just set it to
